Shift-E doesn’t seem to do it, even though that’s what it says on the shortcut list. Any thoughts?

Which shortcut list are you looking at? I think you’re confusing the meaning of the shortcut. Shift-E toggles the visibility of a mixer strip in the editor window. Cmd-m toggles between the editor window (tab an the mixer window (tab).
As of recent 5.9 update “toggle-editor-and-mixer” seems to be missing entirely.
Was this but now ignored.

It’s not available as an action and isn’t honored if added to ardour.keys after binding reset.
ardour.keys includes these but they seem to be ignored.
Binding key=“Secondary-m” action=“Window/show-mixer”
Binding key=“Secondary-m” action=“Mixer/show-editor”
