I have a project with all the tracks, names, pluggins etc set up the way I want them. Is there a way of copying this to a new project without all the associated wav and mid files

Save your current project using Session -> Save Template…
When you start the new project you check the box “Use this template”

In the session you want to copy choose “File->Save Template” to save a template (containing all the parts you mentioned, but without the audio and midi)

Then when you want to create a new project, use the template you just saved. This is done in the “Session Setup” dialog box that opens when you begin to create the new project. Just tick the checkbox for “use template” and choose the template you saved from the list.
